Early Arrests Would Have Prevented Property Damage

These Riots had Leaders and Instigators pushing for Violence and Chaos. Law Enforcement is trained to identify these individuals and remove them from the equation. When the first line of graffiti was sprayed on a Public Building, those arrests should have been made.  Criminals become emboldened when they are not directly confronted. The fact that there was no Police Intervention until after the riot had subsided is not the fault of the Police. They are trained to follow orders. Any City Wide stand-down order would have to originate from the Mayor's Office. Mendenhall Alone Bears Responsibility for things spiralling out of control.
